Interesting point about red kites not taking carrion from roads - I've never seen that either, now I think about it, unlike crows - or once, a polecat, which so surprised us we turned the car around and went back for a second look.
Turkey Vultures in North America are also slow to take to wing, but they feed on road carrion (and do get hit on occasion). Kites must be smarter.
I guess they take a little too long to take to the wing and know it would be dangerous for them.
